Code of Conduct for Water-Based Activities in

Marina Reservoir

The Marina Reservoir is a unique reservoir in the heart of our city serving 3 functions—for water supply, flood control and recreational resource. When it is completed, the Marina Reservoir not only increase our water supply, but also be suitable for recreational events and activities., As such, it presents great challenges for all of us to ensure harmonious co-existence of the various users and acceptable water quality for everyone to play in. 

 

The Marina Reservoir is a reservoir where water will be extracted for drinking.  As it belongs to all of us, as users, we should take ownership and ensure that our waters remain clean and aplenty.  You can play your part and act responsibly by observing some of the following simple codes -

 

(A)       Keep the Reservoir Clean

A pristine reservoir, free of litters is not only pleasant but also a nice playground.  We can all be proud of having a clean reservoir in the heart of the city for all to enjoy by doing the following:

 

1.      Do not litter in the water or anywhere as all litters will ultimately end up in the reservoir. 

 

2.      Do not discharge sewage, sullage or any kind of waste water into the reservoir.

 

3. Do not urinate/spit into the water.

 

4. Do not smoke when conducting activities in the reservoir.

 

5. Do not fish in the reservoir unless it is at the designated fishing area using artificial baits only.

 

6. Try to pick up floating litters and those litters deposited along the banks, whenever possible.  If the litter cannot be retrieved, report it to your coaches or relevant authorities.

 

7. If you observe any wrong doings or irresponsible behaviour, please report to your coach/organiser or PUB-One at 1800-284 6600.

 

 

(B)       Observe Safety Rules 

For you and others to have funs in the reservoir, you will have to conduct the recreational and boating activities safely for the benefit of you and other users.  You can do the following: 

 

1.            Check that the craft is in good condition before bringing it into the water.  

 

2.            Do not participate in any activities if you are unwell, under medication or under the influence of alcohol.

 

3.            Stop any activities if you are feeling fatigue. 

 

4.            Stay within the designated zone assigned for your activities.

 

5.            Do not hold activities after dark or during bad weather.

 

6.            Do not overload your craft beyond its capacity.

 

7.            Keep to a safe speed when carrying out your activities.

 

8.            Always have a buddy with you when conducting any activities.

 

9.            Do not leave your craft in the waters unattended.

 

10.       Put on a life jacket or personal flotation device (PFD) at all times when conducting water sports.

 

11.       Be considerate and cooperate with the organiser of any water sports. 

 

12.       Be familiar with areas of “no wakes” and “shallow” water zones.

 

13.       Help other users if they are in distress (without endangering yourself or the person you are rescuing).

 

14.       Report your intended location and duration of your trip.

Annex A

Code of Conduct for Motorised Boating at Marina Reservoir

 

(A)              Safe Navigation

1.      Observe the international collision prevention conventions which includes the following:

 

(a)    Motorised crafts are to give way to non-motorised craft such as sailing boats, canoes etc.

                       

 

 

 

 

 

(b)    When two motorised crafts are meeting head-on or nearly head-on, each has to alter course to starboard.

                             

 

 

 

 

 

 

(c)     When two motorised crafts cross each other, give way to the craft on your starboard side. 

 

 

 

 

 

           

 

 

(d)    When overtaking, you can overtake from either side but only when it is safe and there is no approaching craft.

           

 

 

 

 

 

 

 

 

(e)    When passing a non- motorised craft, slow down so as to create minimum wake.

 

(f)      Always keep a safe distance from all other crafts

 

(B)       Safeguarding the Water Quality.                            

To safeguard the water quality in reservoir, you must abide by the following:

 

1.            Use crafts with clean/non-pollutive engines e.g. 4 strokes, new diesel, batteries or electric 

2.            Do not discharge the bilge / grey water (except at designated points).

3.            Do not use antifouling paints which contained TBT or cuprous oxide.

4.            Do not operate crafts that creates wakes which stir up the sediments from the reservoir bed.

5.            Do not carry out refuelling / repairs / maintenance work in the reservoir.

 

(C) Other general codes

1.      Always provide the necessary safety equipment on board such as life jackets and fire extinguishers at all times

2.      Always ensure that the craft is at all times adequately secured and that the moorings are tended.
